History of Sablayan Water District

Water is undoubtedly planet earth's most precious commodity. It is indeed the most essential necessity of life after oxygen. Without it, life on Earth will cease to exist. Hence, of all public services, it is truly the most important.

In order to provide the much needed safe, sufficient, and potable water supply, the Municipal Government of Sablayan then under the leadership of Mayor Pedro A. Gonzales, affirmed the organization of Sablyan Water District (SWD) in its Sangguniang Bayan Resolution No. 926, dated November 17, 1981. On May 19, 1982, SWD received its Conditional Certificate of Conformance (CCC) No. 197 issued by the Local Water Utilities Administration (LWUA) by Virtues of Presidential Decree (P.D.) No. 198, otherwise knows as the Provincial Water Utilities Act of 1973 as amended by P.D. Nos. 768 and 1479.

Due to financial constraint, SWD was non-operational from 1982 to 1989. However, through the loan package granted by LWUA amounting to Php 445,920.00 and Php 422,632.60 respectively, it gained an adequate momentum and became operational on January 1990.

It is very unfortunate that the Sablayan Water District's Office was destroyed by fire last July 6, 2003. Investigation conducted by the Bureau of Fire Protection, Sablayan, Occidental Mindoro disclosed that no arson was committed by any individual in the fire incident. As such, it destroyed some of the District's accounting books and records for the years 2001 and 2002 but the audit team was able to perform audit techniques and procedures on the remaining documents and schedules.

On October 2017, SWD was re-categorized from Category D to C water district. As of C.Y. 2019, it has now 11 operational pumping stations serving a total of 4,900+ and counting active concessionaires in 11 out of 22 barangays of Sablayan, namely: Buenavista (24/7), Poblacion (24/7), Sto. Niño (24/7), Ligaya (24/7), San Vicente (20/7), Tuban (24/7), Ibud (20/7), Tagumpay, (16/7), San Francisco (16/7), Gen. Emilio Aguinaldo (16/7) and Sta. Lucia (16/7). Extension and Expansion projects are also now ongoing.

Regulation Body of Sablayan Water District

The regulation of Water Districts is vested in a corporate agency, the Local Water Utilities Administration (LWUA), which extends to the Water Districts its technical and financial assistance in the form of loans/capital funds for their waterworks development program.

In carrying out its mandate and mission, the Sablayan Water District is governed by a five Board of Directors appointed by the Local Chief Executive. As to date, SWD has a total of 60 employees of which 35 are regular and the remaining 25 are under Job Order Contract.

Concessionaires of SWD are classified into six types, namely: residential or government, Full Commercial, Commercial A, Commercial B, Commercial C and Bulk Water Consumer. The existing water rates of Sablayan Water District were presented in the table

Water Quality Required

Sablayan Water District follows the standards set by the Administrative Order No. 2007 or also known as the Philippine National Standards for Drinking Water of 2007.

To ensure the quality of its water, the following monthly water tests were being conducted:

Microbiological Test. The District's liaison officer carefully gathered water samples from a random concessionaire and brought it to a DOH accredited testing center. These water samples are brought to the testing center every 1st week of the month and the results are submitted to LWUA every month as part of water quality monitoring procedure.

Chlorine Residual Test. Water sampling is conducted daily in random household points within the service area. Sablayan Water District is equipped with laboratory equipments to regularly monitor the chlorine residual of the water.

Physical-Chemical and Metal Test. This test is conducted once a year by a DOH accredited testing center. The test measures, Aesthetic, Physical, Chemical and mental components of the water supplied. The water quality parameters as per Philippine National Standards for Drinking Water are presented below:

Sablayan Water District is currently serving around 24,635 households in the municipality of Sablayan, province of Occidental Mindoro. The farthest barangay served in the north is San Francisco which is 13 kilometers away from the town proper.
